TO THE PEOPLE OP THE STATE OP
CALIFORNIA.
Fellow-Citizens—The action of the late Democratic State ■Jouvemion his, aB you are aware,
placed me in nomination for the Chief t-ixectuive
office of the State ot California. At any time aud
under all circumstances the people are entitled to
demand from every candidate tor their suttVu-_;es,
who aspires lo a legislative or executive position,
■i candid exposition of his position ou all questions
which form the Basks ofour political organization**-,
and an explicit statement of the policy that be will
adopt in thc event of his electiou. Such a course,
eminently proper in the existing situation of the
country, is ccriaiuly iu ivcconlatice with my own
inclinations. I entertain no views whicb I would
conceal —advocate no policy which 1 wculd fear to
avow, aud would accept no oflice obtained by the
sacrifice of caudor und integrity.
Inasmuch as my health at this time prevents mt
from making an extended canvass of tlie State
and conferring with you personally, I desire iuthi
preseut com inun ien tion to record iu I tin gunge
whicli no one can tail to understand, my delibenitt

3Ir. Lincoln and lhe next Prtsldency.
There seems no longer to exist any
doubt that Mr. Lincoln has determined
to be a candidate for re-electi- n. Our
language may not be legally correct, for
he is a *ward in chancery. Altering our
phrase, therefore, to express accurately
the facts, *we say that Mr. Lincoln's
guardians have resolved that be must
try again at the ballot-box whether the
constitution is to be restored to its pristine purity of administration, f r whether the people of this country are to continue under the nomination ofa military despotism. These gentlemen, we
understand, base their hopes of success,
not on the claim of any act of statesmanship, beneficial tothe country, which
has distinguished the two past years of
their administration, but on their skill
ful organization of the loyal leagues, and
thc masterly strategy with wliich they
intend to manoeuvre these legions when
tho campaign shall open. The programme oi operations, no doubt, is judicious.
Tbe administration cannot designate
a single measure, flowing fi on> its wisdom, which can command the gratitude
of the people. On tbe contrary, its every
act, emanating as it must from its ml-'
ing agent—its imbecility—be followed
by tbe denunciations of every true patriot. We are involved ia a fraticidal
war, which by the exhibition of a little
wisdom and forbearance in the beginning might bave been averted j we are
involved in a gigantic debt, which will
depress the labor of the country, like
that of England, in perpetuity;- our
manufactures are depressed, and our
commerce paralyzed; a»d the people,
instead of flourishing under a constitvt-
tional government, are barrassedby tbe
caprices- oi military satraps.
These acts could hardly be" "Kfged by
tbe friend'*'-*-* oftbe President as- merits
Whicb eould demand the gratitude* aftd
confidence* of the people, and- cororm-ijrd
tlieir votes. Tbe course of policy they
have adopted; is far wiser. Tbey prefer
trick to honesty, and power ma*fl^ge-
rn-ent. Witl* tbeir* banded leagues- perfectly organized, and an army at their
command to govern the polls, tbey may
saceed. But leave the* polfe uncontrolled bythe*rftili:tary, fflndtbe Iby al leagues,
es, with all- their secret organizatioH,
will bo overwhelmingly beaten by the
d-emoerac-y.
These reflection* were suggested; by 3
paragraph in the correspondence of the*
Springfield Republican,- stating that Mr.
Lineo!^ is: a candidate for re-election,
and spends most of bis time in franking
the* porftieal errculars and documents
the loyal leagues-, We consider the employment by which* tlie President whiles-
away the solitude offri*s: leisure hours
as peculiarly appropriate; it requires*
neither brains, thought nor even calligraphy j yet it shoves along tho weary
minutes joyously, through anticipations
of the success wbicb tho franked documents -will bring.
WIlAT THE ABOLITjOSISTSI ARE JDOI-1-
The Wisconsin democratic Press says:
Events are making certain what at
one time might perhaps have been
doubtful, viz : that this administration
cannot be repeated, since if it is, wc are
lost. We cannot rely upon the instint
of national self-preservation fbr the assurance we feel that the American people will never allow institutions so beneficent as ours to be orertbrown ana
come to naught for want of competent men to administer them.
Having failed as we bave heretofore
shown, in all it has under taken, so far
as relates tothe putting down of the
rebellion, and for reasons too well
known to tbe country, it turns its wrath
upon us, in the loyal states, wbo take
! the liberty of doing what we have a
lawful right to do, guaranteed to us by
both national and state constitutiojps,-
and eays that thc measures and instrumentalities by whieh these failures have
been brought about are not subjects of
legitimate discussion, and attempts to
muzzle the press, and, under the pretense that in attacking the administration weare aidingtbe rebellion,andhast-
ning the overtrow of the government.
If we are really laboring to this end,
we bave greatly misconceived our
own notions and purposes. We have
thought that in Warning the people of
their danger and the causes of it, we
were doing service to the country. It
seems, however, that loyalty, as defined
by the Administration, consists in believing Lincoln and Stanton soldiers
and statesmen, and Greeley and Chandler patriots, aud all who "can't see it,'"
are traitors. If this is disloyalty, it is a
disloyalty, that "Will bur! from power
this weak and impotent Administration
—not by force of arms, bat by force of
conviction, expressed at 'the ballot. It
it is a kind of treason tbat must triumph
or all that we hope is for ever lost.
It is more than suspected, it is really
believed, by men who have no ordinary
means of forming a correct opinion in
relation to events, that the willing leaders of this abolition conspiracy, seeing
their lease of power approachingits termination without the accomplishment of
emancipation, are actually preparing
the public mind fur a separation of tbe
States.
