The Law of Newspapers.
1. Subscribers who do not give express notice
o the contrary, are considered as wishing to continue their subscription.
2. If subscribers order their papers discontinued.
Publishers may continue to send them until all
charges are paid.
3. If subscribers neglect or refuse to take their
papers irom the office or place to which tht y are
sent, they are held responsible until they settle
their account, and give notice to discontinue tbem.
4. If subscribers remove to other places without
informing the Publishers, and the paper is sent to
the former direction, they are held responsible,
5. The Courts have decider that refusing to take
a paper or periodical from the office, oi removing
and leaving it uncalled {ov,is prima facia evidence
of intentional fraud.
Postmasters would oblige, hy a strict fulfillment
of the regulations requiring them to notify Pub-
hers. once in three months, of papers nottaken
from their office by subscribers.

Scot* Ta. Sanford, and who has become so tangled

subjects—Dred Scott—is a lesident, not a citizen,
of St. Louis. He is well known to many of our
citizens, and may frequently be seen passing along
Third sfreet. Ho is an old Inhabitant, having
0O_Q to ihis city thirty years ago.
Dred Scott was bore in Virginia, where he belonged to Capt. Peter Blow, the father of Henry
T. Bit w and Taylor Blow of this ,i,y. lie was
brought by bis master to St Louis about thirty
years ago, and in the course ot tim; became the
property of Dr. Emerson, a surgeon in the army,
whom he accompanied on thut. trip to Itoetf Island
and F.nl Knelling, on the gnmi ..
based his claim to freedom; The \E\1e of Dr.
Emerson was formerly Miss Sanford, aud la now
Mrs. Chaffee, wife of Hon. Mr. Chaffee, of Massachusetts. He has been married twice, hit. tirst
wire, by whom he had no children, having been
sold from him. He has had four children by his
present wife, two boys, both dead, and two girls,
both living. Dred was at Corpus Christ! at the'
breaking out ol the Mexican war, us the servant
of Capt. Bainbridge, whom lie speaka of as a1
■' good man."
On bis return Irom Mexico he applied to his
mistress Mrs. ■Emert-on, theu living near St. Louis,
Tor the purchase of himselfand family, oifering to
pay part ol the money down, and give nn eminent
citizen of St. Louis, an officer in the army, as security for the payment of the remainder. His
mistress refused his proposition, and Dred being
informed that, be was entitled to his freedom by
tlie 01 eration of the laws regulating the North-
wst Territory, forthwith brought suit for it. The
suit was commenced about ten years ago, and has
cost Dred $500 in cash,, beanies labor to a nearly
equnl amount. It has given bim a "heap o'
trouble" be says, and it he had known that -'it
was gwine to last eo long.'-' he would not havo
brought it. The strit was defended by Mr. John
Sanlbrd, as executor of Dr. Emerscn'a wiH.
Dred does not appear to be at all diseorrrnged
by the issue of the celebrated case, although it
dooms him to slavery. He talks about the affair
with lhe ease of a veteran litigant, Ihough nut in
technical language, and ia hugely tickled at tho
idea of finding himself n personage ofsucb importance. He does not take on airs, however, but
lausilis heartily when talking of " de fuss dey
make dar In AV ashington, 'bout de ole nigg<_r."'
He is about &5 years old, we should think,
ibongh he does not know his own ttgft. He Is unmixed Africau blood, aud as black as apiece of
charcoal. For two or three years past he has
been running at large, no one exercising ownership over him, or putting any restraint upon Ida
movements. If he were disposed to make the attempt, he could gain bis freedom at much lees
cost than even one-tenth of the expense of the famous suit. He will not do so, however, insisting
on abiding by the principles involved in the decision of the suit. He declares that he will stick
lo his mistress as long aa lie liverr. Hia daughter:'
Eliza and Lizzy, less conscious about the matter,
took advantage of the absence of the restraint on
their movements, a year or two Bince, to disappear, and their whereabouts remains a mystery.
Dred. though Illiterate, is not ignorant. He
has traveled considerably, and improved liis stock
of Btrong common sense by mueh information
picked up in his journeying*. He la anxious to
know who owns him, being ignorant whether he
is the property A Mrs. Chaflee, or Mrs. Sa 1 ford,
though we preauhie, there ia no doubt 'hat the
former iB h;s real legal owner. lie seems tired
of running about with no one to look after him,
while at the same time he fa a slave. He says
grinningly. that he could make thousands of dollar-, if allowed, by traveling over the couutry and
