Washington, May 12.—The Territorial Overland

The failure of Coiigrc-'B to make the msual appropriations for the 1'oBt Office Department—lhe

The pub dc are aware that it has been the study of
.scientific men, architects and builders, for many years
to discover an article lor Roofing parpdBea, that will
witiut.aud jukblo.ii changes ot climate, be impervious
10 water, and of sure protection against fire, The
inventor of this roofing labored many years to combine articles which would answer the above purpose
mid obviate the dillicuUios of rust and decay attendant upon tin and shingles, and tho destruction by
the sun and frost of the various compositions used
for rooting. This he succeeded in doing, and now,
after six years ot tho severest trial wc would invite
the careful attention ot all interested in such matters.,
believing that, they will be fully convinced of its
practical value both for durability and economy, in
winch respects we believe that its equal is not at
present known. This rooting can readily be applied
to roofs of overy description, either steep or flat, and
can bo put on over shingles or tin, being much cheaper than the lirst and at half the cost of the latter.
Two coats of the mastic put on over an old leaky
tin root, will msike it as good as now at one-third of
the cost. In preparing this roofing a heavy drilling
or canvass is used, which is thoroughly saturated
with a. perfectly water proof preparation, after wbich ._.
it receives a thick coating, upon both sides, of .the cial street
Hour of so-ipstone, which sets into the texture of tho
canvass, and gives it a firm body, making it very
eUstic and durable. After the canvass, as prepared,
is put upon the roof, another coaling ol niasiio, which
is thoroughly filled with sand, is given it, making it
fireproof in every respect. Uy exposure, this coating becomes firm anil solid, giving you&rooftbftt
can bo walked upon with perfect impunity, and as
durable as anything known; and we do most candidly
and im_.e-itatin_.lv believe, far superior to anything
of tho kind yet discovered; and alter a severe test
of many years, stand as reliable and good as when
first put on, without change or decay. All that wo
ask is, that a careful examination may bo given it.
and we feel convinced that it will boar all the i-ecom-
membuiou which wo offer of it. Annexed wc give
you the names of some ofthe persons using this
roofing, and to whom we arc at libeity to refer:

B. s!l> s-ucli enormous resourcos ol our own, tho
importation of French wines and liquors will not
only cease, but California will become the greatest exporter, and will occupy much of tho wino
tnarfcet OOW monopolized by Franco, But it Is
not only in the arllclo of wino lhat the United
States Is becoming independent of foreign countries. Mr. I.ongworth has produced an article of
etunipagne wine which commands a high price,
and is much sought arter ; aud Mr, I'ike has sua'
cceded in manufacturing a most superior article
of brandy Irom the Catawba grape. This liijuor
Is pure, and, in our opinion, much superior to tho
best French brandies of the BQHW age. But tbo
iims-t impo: l.nit iirlicle o! Aiin'riciiii liipiors is
whisky. Thu fame of several choice brands has
become World wide. "OW Bourbon" and ''Old
Uye'' are peculiarly Aineiican Institutions. Mr.
J. II. Culler, of Louisville, Kentucky, bas obtained
a degree of excellence in the manufueluio of
"Bouillon" which l..c-, more lhan anything clua,
taken the place of French and Spaulbh brandies,
English gin, aud oth.r foreign liquors, of good
and bad qualities. It is also chasing wretched,
poisonous compounds oat of the market, and saves
hundreds of thousand), ot dollars lo the country by
iccping them nt home. Whisky is sb much tho
national liquor In lhe United Slates as it is in Ireland or Scotland although of different character
and llavor, nnd great pains are taken by eminent
manufacturers to distil it ns pure and as excellent
as possible, In no part of lhe United States will
the traveler find belter or purer wines and liquors
in respectablu public bar-rooms, lhan In California ; becauso we pay more for Ihem lhan anybody
else, and they are improved by the sea voyage and
th* ti mo Miandftfl nn thn nassaire. Ai a matter ot
national Import, this eubjeot Is of great consequence, and we doubt not a careful investigation
Into the statistics will show that millions of dollars
have been retained in our country during the past
ten years, which would havo gone to enrich foreign manufacturers, were il not lor the homo enterprise tbat has been exhibited In tho articles
above menlionsd. The wire culture is, however,
yet in its Infancy but it is the infancy ol a Hercules, with California for his cradle. It la Impossible to set any bounds to ihe future g'reataoea and
power of this Stale ; but a faint idea of it may lie
gathered from thu promise held forth iu iie grapo
culture alone.— S. F. Herald.
Tba War Kcvra,
The arrival of the Anglo Saxon at Quelieo and
lhe Adelaide at .VI. Johns, place us in possession
ol a week'n later advices from Europe. Tho rcwe
is ol the highest importance, politically, financially and commercially. The great war had almost commenced, though no act of actual hostilities had as yet occurred. Tbc hopes of peace
hung upon a very slender thread, namely, an
offer of mediation on the part of England, based
upon Iho acceptance of one of tbe two following
conditions: let. The immediate, absolute and
simultaneous disarmament of Austria, Franco and
Sardinia ; or 2d. Tbc consent on the part of all,
pending the remit of tbe mediation, to retain
iheir arms lu precisely tbe same condition, and to
maintain a position, If not of peace, at all events,
of inaction. Tbis proposition was transmitted to
Paris aud Vienna on the 25th ult. butso lata aa
tbe 30th France had not signified ber acceplanco
of it, and notwithstanding the report of the acceptance of the offer by Austria, one hundred and
twenty thousand of ber troops bad crossed the
Ticino, and entered tbe Piedmontes territory.—
This was regarded officially in Paris as an overt
act id wai . 'raid.
