Sir William Napier's History of the War in tbe
Peninsula, has passed through several editions,
and is now a standard work. Ol all the wars in
whioh Greal Britain has been engaged that war of
Bix years was the most important, difficult, aod
expensive, and Sir William Napier's History is
worthy of the transactions it records, and tbe
skill and heroism it celebrateH. Perhaps no military history of equal excellence has ever, been
written. It cost the author sixteen years of continuous labor, lie was himself a witness of .several
of the series of operations, and was engaged in
many of the bailies. Hia wide acquaintance with
mintary men enabled him to consult many dlstin-
gjiisliid i ilieers, Mug!ish nnd French, and he was
e.-nivVillv supplied with materials and documents
by the Duke of Wellington and Marsha] Soull.—
The ordinary sources of information were embarrassing ti om their abundance. One mass of materials drserves e.-pectfti mention. When Joseph Bonaparte fied from Vittorta lie left behind hira a
very large collection ot letters, whicli. however,
Were without order. In three languages, many almost Illegible, and the most important rn cipher,
of whieh there was no key. It was the correspondence of Joseph Bonaparte, while nominally the
King of Spain. Sir William Napier was in astate
of perplexity, and almost in despair of being able
to make any use of those valuable materials, when
his wife undertook to arrange the letters according
to dates und subjects, to make a table of reference,
and to translate and epitomize the contents of
each. Many of the most important documents
were entirely in cipher ; of some letters, about one
half was in cipher, and others had a few words so
written interspersed. All these document and
letters Lady Napier artanged, and with rare pnga-
city and patience she deciphered the secret wi Itlng,
The entire correspondence was then made available for the historian's purpose. She also made
out all Sir Wm. Napier's rough interlined manuscripts, whieh were almost illegible to himself,
and wrote out the whole work fair for the printers
— it may be said three times, so freijuent were the
changes made. Sir William Napier mentions these
facts in the preface to the edition of 1851, and in
paying Ihis tribute to Lady •Napier, observes that
this amount, tf labor was accomplished without
her having for a moment neglected the care and
education of a large family.

The Northwest, embracing the Slates of Ohio,
Indiana, Illinois, Michigan, Wisconsin, Iowa and
Minnesota, allord lhe best, if not lhe only promising political Held in the free States for the Democrats to cultivate in I860. Two of the largest of
these States, Indiana and Illinois, are already iu
the hands of the Democrats by small intijorilios.
If Mr. Douglas, tlio choice ol the West, is nominated at Charkslon, he will retain not only them,
but he will carry Wisconsin, Iowa, Ohio, ami Minnesota for the Demociatic ticket, and stand a reasonable chance of securing Michigan. The majorities in all the states named, save the latter, are
comparatively small and trivial, and would not
begin to stand the im[ etus which would be given
the Democrats by the nomination of Mr. Douglas,
As to Ohio, we can speak with greal conlidenee.
It is Infinitely more reliable than Pennsylvania.
Last year the majority against us on Supreme
Court Judge was but 11,000, only a little more
than half than was polled on the same officer
against the Democrats inPenusylvania. TlieDem

In Pennsylvania on the contrary the Democratic
vote has been rapidly diminishing ever since 185(1.
Last year it was 00,000 less thau in that memorable year.
Ohio bas never failed to cast her vote for a Norlh
western man. The feeling in favor of Douglas is
very strong, and the shrewdest Republicans give
up the State iu case he is nominated.
A popular hurricane would sweep over IheWest
like that wliich elected Jackson and Harrison, and
which carried it all for General Cass in 1849, The
West occupies exactly the same relation to the
Democracy now that Pennsylvania did in 1856.—
It is beyond all doubt the battle ground. She can.
and will, lo a moral certainly, give Mr. Douglas
voles enough, in connection with the South and
Ihe Pacific coast, to elect bim. No greater or more
fatal mistake can be committed, than to ignore the
preference ot the Wast.—Cincinnati Enquirer.
The Charleston (S. C.) papers have a very funny
way of welcoming the Democratic Convention.—

in regard to the prisoners captni ed with the Mexican steamers. The State and Navy Departments

Attorney-General Black lias been engaged in

At a meeting of the Pacific Railroad Committee last evening, a definite conclusion was arrived
at by the adoption of the following resolution offered by Mr. Curtis, the Chairman :

and it will be enough for all long cherished arso-
ciations if perchance my blood shall alone for the
wrongs of iny race, and these States shall lie free.'-'

A Washington correspondent of the Boston
Traveler says fliat the vexed question as to tlio
proper pronunciation of the word "inquiry" was
BOttled yesterday in the Senate, ina manner approaching in dignity almost to legislative enactment. Mr. Hale, in offering his resolution in regard lo Ihe capture of the Mexican vessels, said it
was a resolution of "//njuiry," placing the accent
upon the first syllable, as is the habit of some Sen-
ivins. Upon this, Mr. Sumner, who sits neXl to
Mr, Hale, said, suflieienlly loud for his friend to
hear, ''Please say ' Jngutry I'," emphasi/.ing the
second syllable, according to Webster. Mr. Dale,
who was still upon his feet, said, " Ioowiry, I mean.
I ask pardon of tbe Senate for saying Enquiry !"
