On the 6th, two steamers appeared before tht
city, aud refused to show iheir colors. Com. Jar-
vis therefore ordered the Saratoga, with detachments from the Savannah and Preble, on Ihe steam
ers Iudianola and Wave, fo proceed to ihe anchorage and ascertain the character of the yeasejs. /\*j
tbe Saratoga, towed by the Itidianolo, approached,
the gljamers fried to escape, but they were too
late.
Capt. Turner sent a boat with a fltg to demand
the nationality of tbe Bleuihevs. The lioal w*h tired
upon, whereunoii lbe Saratoga fired a broadside
into the steamer M'iiMnion. and (lie action Ijccjiut'
general. Both steamers now boiflled lhe Spanish
flag, aud alter aspirited engagement ihe cotn-
inander of tlie vessels. Gen. Marin, surrendered,
and. with most of his men. was taken prisoner.
The American loss was three wounded, one mortally. The Mexican loss was about fifteen killed
and between twenty and thirty prisoners.

New Qblhans, March 20.—Miramon paid $55,-
000 for the two steamers, The steamers passt'd by
all the foreign squadrons and the Castle without
hoisting a flag, although ordered to do so by a
Bhot from the Castle, and other signals.
The English, French and Spanish vessels of war
did not notice tbe fact. The engagement took
place by moonlight. The prisoners corroborate
the report in relation to the steamers—that they
cleared from Havana os merchantmen, and hoisted
the Mexican flag only alter Ihey left that port, and
subsequently mounted gun":.

Washington, March 21.—The news from Mexico
has created a profound sensation here, and the
particulars relative to the capture of the two
Spanish steamers are awaited with great interest.
It was supposed they were attacked as pirates, and j
the act on lhe part of our naval force is fully sus- I
taiued. Loud and open indignation in expressed :
against the Spanish authorities in Cuba, for fitting
out this expedition to act against tho Constitutional Government of Mexico, which we recognize. It is believed by some that the two steamers were fitted out by the authorities of Spain,
sustained by France.
A remarkable change has taken place within the
last forty-eight hours in the minds of those Legislators who have opposed the Nicaragua and Mexican treaties. Tho Democratic Senators held a
caucus this morning, to discuss the propriety of
ceasing all efforts to make any treaty with any
Spanish American countries, since the Republicans have brought matters to a dead lock.
The Republican Senators also held a caucus on
the same Subject, and the discussion was warm—
The result was. that Senator Dixon, of Connecticut, and several others, joined Senator Wilson in
the policy indicated by his vote on the Nicaraguan
Treaty, and, if practicable, will resuscitate theNi
caraguan Treaty and pass it.
The Senate had a short executive session to-day,
and took preliminary measures with a view of resuscitating the Nicaraguan treaty, which was re
cenlly rejected. There are indications of success.
The conference ot the Republican Senators tbis
morning was with reference to tbis subject.

water for irrigation and oilier purposes :"

discussed, we proceed directly to it : The point
best adapted lor the construction of the dam is
where the base of the high hills and bull', on the
south west side of the river is washed by its waters, aud where the sand plateau approaches wilh-
in about fortv y;uds of the liver. The dam pro'"
posed to be eieoted will be 297 feet. long, and V>
feet in height, above the bed ol the river. Tlie
and up the river from the dam about three-lbnrths
of a mile. The lands that will be inundated are
for the most part marshy and covered wilh fresh
water grasses; and those not actually boggy and
wet, are low meadow, and no doubt are overllowed
frequently in winter—and therefore are unfilled
for cultivation, andean be of no great value to
the persons who may set up claim to them. The
capacity ol the reservoir will he equal lo 8,820,000
cubic leet; and will contain all the water afforded
by the river for the space or 45 hours. Next comes

Careful examination has been made of the route
from the site lot* the dam to the distributing ditch

deny the bad policy of conveying water over too

Direct information was laid before the Democratic Congressional Committee on Friday night,
to the effect tbat every man who registered his
name at the Charleston hotels during the silting
ofthe Convention would be charged seven dollais
per day ; an ordinary parlor and chamber will
cost fifty debars daily. A project is on foot to
charter a large steamer, in which fhe delegates
can live during tbe meeting of the Convention.—

It muy be asserted that we have not the capital in
store to be thus liberal with ) we have the datum
to prove the contrary—that the waicr is in tho
river ; what becomes of it, we are not prepared to
eay. But there is but one deduction to be drawn ;
if it is not used, it is wasted. Tothe proof of our

jero and other competent authority, We ure led to
believe that no more than about 75 acres are daily
irrigated ; therefore, about two-thirds of the water
is wasted ; and yet Ibe crops seem to thrive, and
show no luck of vigor from wane of wa'cr—a
clear proof that for tho land new in cultivation
we have, with our imperfect system, facilities adequate to our requirements. Then wc must progress iu opening up new vineyards, and adding
new wealth to our city. From authority we aro
put in possession of the iollowing Statement of
tacts: Au acre ol vineyard contains 1,200 vines,
each vine will average leu pounds of grapes, or
one gallons ol wine annually, which cannot be
valued at less than fifty cents—malting a yield
ironi tbe earth of six hundred dollars per a mum
lor Bach acre. The proposed zanja will irrigate
at least 400 acres, which, when brought into proper cultivation, will add to the business and revenue of our cilizens and producers, $2*10,000 yearly. Ia tbie not worth achieving ?
In reviewing tbe whole subject, wo cannot but
suggest that iu the main and most important part
of the work, a difficulty presents in opposition fo
the com-truoliou of the dam mentioned in the first
section of this report: the bed of the river is a

valley has induced the Overland company to run
the route from Visalia to San Francisco tri-weekly.

with empty wagons to Tule river, where a party
of meu arc engaged getting out poles. Should tho
late heavy rains and snows in the mountains not
interfere with their business, we may shortly expect to have a telegraph oflice in Visalia.
The steamer Visalia is now making regular
weeky trips from Stockton to Fretnu eity, bringing large quantities of freight for the merchants
here and at Kings river.
Not all the parlies passing through Visulia are
going to Mono. One partj from Putte county is

The prisoners corroborate the report in relation to the steamers—that they cleared from Havana os merchantmen, and hoisted the Mexican flag only alter Ihey left that port, and subsequently mounted gun":. Washington, March 21.—The news from Mexico has created a profound sensation here, and the particulars relative to the capture of the two Spanish steamers are awaited with great interest. It was supposed they were attacked as pirates, and j the act on lhe part of our naval force is fully sus- I taiued. Loud and open indignation in expressed : against the Spanish authorities in Cuba, for fitting out this expedition to act against tho Constitutional Government of Mexico, which we recognize. It is believed by some that the two steamers were fitted out by the authorities of Spain, sustained by France. A remarkable change has taken place within the last forty-eight hours in the minds of those Legislators who have opposed the Nicaragua and Mexican treaties. Tho Democratic Senators held a caucus this morning, to discuss the propriety of ceasing all efforts to make any treaty with any Spanish American countries, since the Republicans have brought matters to a dead lock. The Republican Senators also held a caucus on the same Subject, and the discussion was warm— The result was. that Senator Dixon, of Connecticut, and several others, joined Senator Wilson in the policy indicated by his vote on the Nicaraguan Treaty, and, if practicable, will resuscitate theNi caraguan Treaty and pass it. The Senate had a short executive session to-day, and took preliminary measures with a view of resuscitating the Nicaraguan treaty, which was re cenlly rejected. There are indications of success.
