WashIXGton, Not, 22.—In consequence of the recent occurrences on the frontier, a suggestion haa been made to tbe Liberal Government of Mexico, from a distinguished quarter, that immediate steps bo taken, with the view of entering into au agreement or treaty with tbe Government of the United States, for the punishment of such outlaws as Cortinas and his men ; the main feature of the proposed arrangement being, to treat offfetioeg committed or/ either side of tho Rio Grande, as against the peace of both Republics ; lhe parties to be tried atul punished according to the laws of the country in wbich they may bo arrested. Washington,Nov. 23.—Our Minister to Spain, Mr. Preston, is expected home by the next steamer. The President has given him leave of absence for six months. There is such information in Washington as warrants tbe belief that all the dillerence between the United States and Great Britain, growing out ofthe Clayton-Bulwer treaty, will soon be adjusted through the agency of Mr. Wyke, the British Minister to Central America. Part of the arrangement was the recent settlement of ibe boundary of British Honduras. Fifteen hundred cases aro pending in the United States Court of Claims, and thirteen only are ready for trial. There was a heavy fall of snow last night at Bellows Falls, Vermont. Boston, Nov. 21.—The Methodiet church on U_ion street, in Lynn, Mass., was burnt last night. Lose $20,000. The Zouiives. Some description ofthis class of French troops may prove interesting, in view of the prominent part they have taken in the battles iu Italy, bo- tween the allies and the Austrians. They are selected from the various regiments, witb special reference to their courage, daring, activity and powers of endurance. Tbey are a bold aud reckless set of fellows, and raauy of them are noted villains and rowdies who have infested Paris and the larger cities of France. They were first called into service iu Algiers-—whence the impression has obtained that tliey number in their ranks natives of that country to a considerable extent. This is uot the case—tbey are wholly or mostly French, as before stated. Their dress is peculiar, being loose fitting, so aB not to impede their motions, aud similar to that of tbe Turks in some respects. Being equipped with special reference to celerity of movement, the impetuosity of their attack is surprising. They generally move on a run, and always when on a charge. It has been found lo detract from the efficiency of this corps to insist on too rigid a discipline—-hence they are allowed considerable irregularity iu marching and tbe various military manoitivres. Tbey are held in so high esteem, as „n important arm of the service, that many privileges are allowed them that the regular army do not enjoy. They have a keen i of what conduces to bodily comfort, and help themselves to anything the enemy's country affords, without much regard to ceremony. Their charge with the bayonet is almost irresistible—so sudden is it, and so fierce. They are generally kept- back until the eugageineritliecomes warm, when tbey are let loose, aud rushiug like a tornado on the ranks of tbe enemy, bear everything before them. Tbey are tbe terror of tbe Austrians, as tbey were of the Russians iu tbe Crimea. *-»-.. Gov.Mednry, of Kansas has proclaimed that an election of the following officers will beheld at several voting precincts of the Territory, included within the Stale limits, on Tuesday the (lib day of December, A. D. 1859. The officers to be elected are as follows; A Gov ernor, Lieutenant-Governor, ■Secretary of State. Auditor, Treasurer, Superintendent of Public Instruction, Attorney General, Chief Justice ofthe Supreme Court, one Associate Justice for the term of four years, and one for the term of two years; together with five district Judges, one Representative in Congress, a Probate Judge, Clerk oi tbe District Court and Miperintendent of Public Instruction in each organized county, and members of the Slate Senate and House of Representatives in the various election districts. W. H. S*oakes, under sberifl of Alameda county, was lately thrown from a buggy and severely bruised. Charles Riley was killed in Calaveres county near the Kentucky House by falling down a steep bank at night, having, it is supposed, missed his way. El Doraoo Election.—Returns of tbe special election in El Dorado county from fifty precincts have been received, which give about 500 majority for Conness, the Ahti-Lecompton candidate, and ensureshiselectiou beyond doubt.—SAC Union. The New York Herald says Ihat strong efforts will be made during the next Congress to effect an increase of the mariue corps, which it says, is greatly needed. Ltformation to Tkavklkrs.—The Boston Ledger gives a hint that is worthy of the especial attention df fathers, brothers aud husbands, at this time of summer travel. The Ledger says: Haxiisomk Women TO Travel With.—If it is in Contemplation to spend several days at a time in hotels in cilies, or in small towns, or to be a good deal in steamboats, to do so with the largest amobnt of comfort and eomplaisancy, in consequence of having the best things aod the best places, the first and best and promptest attention from landlords, clerks aud servants, travel with a handsome woman. There is nothing like it. No fairy wand will transmografy things so. No matter how awkward and ungainly, how stupid ami unattractive you may bo yourseli only take a handsome woman with you, aud au.uruijig to tbe Ledger, yo will secure attention, consideration, and a certain degree of reflected admiration. What wh Hat— A man in active life requires 35 ounces of solid food per day—say 9 ounces of animal and 27 ounces ol Vegetable according to established scales of diet in the English and French army and navy regulations.
