The following extracts from the Act mak- ;"rr anpropñations for the -expenses of the government, (pastea at tlic lott, session of Con gross,) contain every thing particularly m£er> ■estingató thisS-aefction of California : JUDICIARY. For salaries of the district judges, seventy- two thousand dollars. And the district judge of the northern district of California, until otherwise provided by law, shall be judge of the southern district in that state, with an additional compensation of fifteen hundred doliars, so long as ho discharges the duties of both districts. And aa appeal from all final judgments and decrees rendered in any of the district courts in California, in cases of equity, of admiralty, andmaritimejurisdiction, and of prize or no prize, when the matter in dispute, exclusive of cost, shall exceed the sum or value of two thousand dollars, shall be allowed to the Supreme Court of the United States, and upon such appeal the like proceedings shall be had as now provided by law on appeals in like cases from the judgment or decrees of the circuit courts to the Supreme Court of the U. States. SURVEYS OF PUBLIC LANDS. For subdividing lands in California into townships, equal to two thousand seven hundred miles of surveying, at a rate not exceeding twelve dollars per mile, one hundred and eight thousand dollars. For extending surveys in California through the mineral region, twenty thousand dollars^ For surveying private claims in California which may have hsen presented in good faith to the Board of Land Commissioners, twenty- ty-two thousand dollars : Provided, That the authority hereby conferred on the Surveyor General shall apply only to such unconfirmed oases as in the gradual extension of the lines of the public surveys he shall find within the immediate sphere ofhis operations, and whieh he is satisfied ought to be respected, .and actually survcyedin advance of confirmation. For subdividing the islands of Santa Cruz, San Miguel, or Santa Rosa, San Bernardo, Santa Catalina, San Clement, or San Salvador, San Nicolas, and Santa Barbara, on the coast of California, by the coast survey, according to such pian as may be devised by the General Land Office, so that said islands may be readily disposed of under the laws of the U, States, and in establishing the necessary corners along the meanders with which to connect the lines of the subdivisions under this appropriation, twenty thousand dollars: Provided, That the Superintendent of the Coast Survey shall return to the General Land Office two complete eopiea ofthe maps and field notes of said subdivisions with the meanders and connections as aforesaid, one of which shall be for there- cords ofthe Surveyor General: And Provided, further, That all leases of any of said islands, or of any part of either of them now outstanding, shall b« regarded as without authority and void. MISCELLANEOUS. For salaries and incidental expenses of the commission appointed under the act March 3, 1851, for settling land claims in California, fifty thousand dollars : provided, That said Board be authorized to appoint and employ one secretary and three clerks, in lieu of the number provided for in the ahonrrecitcd act,whose annual compensation shall be two thousand dollars each. For running and marking the boundary lino between the United States and .Mexico, under the treaty of Guadaloupe Hidalgo, one hundred and twenty thousand dollars : provided, That no part of this appropriation shall be used or expended until it shall be made satisfactorily to appear to the President of the United States, that the southern boundary of New Mexico is not established by the commissioner and surveyor of the United States farther north ofthe town called " Paso," than the same is laid down in Disturnell's map, which is added to the treaty. BRANCH MINT. For establishing the branch of the U. States mint at San Francisco, California, in accordance with the provisions of the law approved July 3, 1852, tbe sum of three hundred thousand dollars: Provided, That no contract for materials, or for the purchase, lease, rent, or erection of buildings, shall be made; except to the lowest bidder, after sixty days' advertisement in at least three newspapers, two of which shall be published in the State of California : And 'provided, further, That nothing herein contained shall prevent the transfer of machinery and materials from the U. S. mint or branches to tho branch mint at San Francisco at a fair valuation ; Provided, further, That said contract or contracts for the buildings and machinery for said branch mint shall not, in the whole, for the completion, exceed the sum of three hundred thousand dollars. LAW AGENT FOB CALIFORNIA. Sec. 12. And be it further enacted, That the President of the United States appoint an associate law agent for California, learned in the law, and skilled in the Spanish and .English languages, whose duties and compensation shall be the same as those of the law agent:— Provided, That the compensation of agent and associate shall not exceed five thousand dollars each. And in every casein which the board of commissioners on private land claims in California shall render a final decision, it shall be their duty to hare two certified transcripts prepared of their proceedings and decision, and of the papers and evidence on which the same are founded, one of which transcripts shall bo filed with the clerk of the proper District Court and the other shall be tninsmitfcd to the At- torney''General of tlic 'United States, and tho filing i>f such transcript with the clerk afere- said shall ipvo fac'o operate as an appeal for the party against wbom the decision shall be rendered; and if such decisión shall be against the private claimant, it shall be his duty to file a notice with the clerk.'aforesaid within. six months thereafter of his intention to prosecute the appeal: and if the decisión shall bo againsi; the United States, it shall he, the duty ofthe Attorney General., within nix months ¿X- terreseiving said transcript, to cause a notice to be filed with the clerk aforesaid, that theap- peal will be prosecuted by the United StateaJ I and on a fUihire of cither party to lite such no- i-ice with the clerk aforesaid, tho appeal shall bo .[■■iigv-trcL.id-o.a dismissed. That so much oftlie act making appropriations for the support of I ho army for the year ending 30th of June, 1851., approved tho 28th of September,-1.850, as provides extra pay to the commissioned officers and enlisted men. ofthe United States, serving in Oregon and California, be and the same is hereby continued in force for one year from the 1st day of March, 1852, and that the provision of the last mentioned act be and the same is hereby extended to New Mexico during the current year provided for by this section; anel that $300,000 be and is hereby appropriated for that purpose; Provided further, That said officers and men . shall receive only one half of the increased a- mount over the regular pay allowed by law. That for the pay and equipment as mounted riflemen, finding their own hotscs: ami forage, ofthe volunteers under the coinirni^ijpftiffPCapt. John C. Fremont, in California during the year 1840, as appears by the muster rolls on file in the War Department, and for the subsistence and supplies consumed by said volunteers in said'Service, 108,000 dollars is hereby appropriated out of any money in the Treasury not otherwise appropriated ; and the Secretary of War is authorized and empowered to appoint three competent and disinterested officers ofthe army to examine and report to Congress upon all such claims as may "be presented for funds advanced and supplies of all kinds furnished or taken for the use of the command whilst thus engaged in the public service : 2000 dollars are appropriated to defray the expenses of said board of officers. The 2d section of an act entitled ': An act to provide for the settlement of accounts of public officers and others who may have received moneys arising from military contributions or otherwise in Mexico," approved March 3, 1849 shall be so construed as to extend to officers and others engaged in collecting military contributions as collectors in the ports of Mexico or California, during the Mexican war. The 18th section provides that hereafter no person who holds any office under the General Government, whose annual salary shall amount to 2500 dollars, shall receive compensation for discharging the duties of any other office. Hot Summers.—The excessive heat which prevails at present gives some interest to the following account of remarkably hot summers: "In 1132 the earth opened, and the rivers and springs disappeared in Alsace. The Rhine waa dried up. in 1152 the heat was so great that eggs were cooked in the sand. In 11(30, at the battle of Bela, a great number of soldier» died from the heat. In 1276, in France, a failure of the crops of grass and oats occurred. In 1303 and 1304, the Loire, the li Line, and the Danube were'passed over dry-footed. In 1393 and 1394 great numbers of animals fell dead, and the crops were scorched up in 1440 the heat was excessive, In 153S, 1539, 1541, the rivers were almost entirely dried up. In 1718 it did not rain once from the month of April to the month of October. The orops were burnt up, the rivers were dried up,.an the theatres were closed by decree of the Lieutenant of felice. The thermometer marked 36 degrees Reaumur (113 of Fahrenheit.) In gardens which were watered fruit trees lluwered twice. The highest temperature whieh man can support for a certain time varies from 112 to 120 degrees. A Good Story.—During the war against Napoleon, men could only be obtained for tbe English men of war by means of the rres» gang, the operations of which interesting body lad now and then to some laughable incidents. Among those bogged in 1798, says a writer, rras the Lord Chancellor, who was nabbed one dark and drizzly night, while crossing lower Hill, a little disguised with liquor. His Excellency was sent on board a tender, and was not beard of again for upwards of seven months, when he was discovered on the Gatsjpaw frigate, slashing down the mizzen, in tow trowsers. When his Lordship first came on board, he endeavored to explain matters, but his story was so extravagant that Capt. The following extracts from the Act mak- ;"rr anpropñations for the -expenses of the government, (pastea at tlic lott, session of Con gross,) contain every thing particularly m£er> ■estingató thisS-aefction of California : JUDICIARY. For salaries of the district judges, seventy- two thousand dollars. And the district judge of the northern district of California, until otherwise provided by law, shall be judge of the southern district in that state, with an additional compensation of fifteen hundred doliars, so long as ho discharges the duties of both districts. And aa appeal from all final judgments and decrees rendered in any of the district courts in California, in cases of equity, of admiralty, andmaritimejurisdiction, and of prize or no prize, when the matter in dispute, exclusive of cost, shall exceed the sum or value of two thousand dollars, shall be allowed to the Supreme Court of the United States, and upon such appeal the like proceedings shall be had as now provided by law on appeals in like cases from the judgment or decrees of the circuit courts to the Supreme Court of the U. States. SURVEYS OF PUBLIC LANDS. For subdividing lands in California into townships, equal to two thousand seven hundred miles of surveying, at a rate not exceeding twelve dollars per mile, one hundred and eight thousand dollars. For extending surveys in California through the mineral region, twenty thousand dollars^ For surveying private claims in California which may have hsen presented in good faith to the Board of Land Commissioners, twenty- ty-two thousand dollars : Provided, That the authority hereby conferred on the Surveyor General shall apply only to such unconfirmed oases as in the gradual extension of the lines of the public surveys he shall find within the immediate sphere ofhis operations, and whieh he is satisfied ought to be respected, .and actually survcyedin advance of confirmation. For subdividing the islands of Santa Cruz, San Miguel, or Santa Rosa, San Bernardo, Santa Catalina, San Clement, or San Salvador, San Nicolas, and Santa Barbara, on the coast of California, by the coast survey, according to such pian as may be devised by the General Land Office, so that said islands may be readily disposed of under the laws of the U, States, and in establishing the necessary corners along the meanders with which to connect the lines of the subdivisions under this appropriation, twenty thousand dollars: Provided, That the Superintendent of the Coast Survey shall return to the General Land Office two complete eopiea ofthe maps and field notes of said subdivisions with the meanders and connections as aforesaid, one of which shall be for there- cords ofthe Surveyor General: And Provided, further, That all leases of any of said islands, or of any part of either of them now outstanding, shall b« regarded as without authority and void. MISCELLANEOUS. For salaries and incidental expenses of the commission appointed under the act March 3, 1851, for settling land claims in California, fifty thousand dollars : provided, That said Board be authorized to appoint and employ one secretary and three clerks, in lieu of the number provided for in the ahonrrecitcd act,whose annual compensation shall be two thousand dollars each. For running and marking the boundary lino between the United States and .Mexico, under the treaty of Guadaloupe Hidalgo, one hundred and twenty thousand dollars : provided, That no part of this appropriation shall be used or expended until it shall be made satisfactorily to appear to the President of the United States, that the southern boundary of New Mexico is not established by the commissioner and surveyor of the United States farther north ofthe town called " Paso," than the same is laid down in Disturnell's map, which is added to the treaty. BRANCH MINT. For establishing the branch of the U. States mint at San Francisco, California, in accordance with the provisions of the law approved July 3, 1852, tbe sum of three hundred thousand dollars: Provided, That no contract for materials, or for the purchase, lease, rent, or erection of buildings, shall be made; except to the lowest bidder, after sixty days' advertisement in at least three newspapers, two of which shall be published in the State of California : And 'provided, further, That nothing herein contained shall prevent the transfer of machinery and materials from the U. S. mint or branches to tho branch mint at San Francisco at a fair valuation ; Provided, further, That said contract or contracts for the buildings and machinery for said branch mint shall not, in the whole, for the completion, exceed the sum of three hundred thousand dollars. LAW AGENT FOB CALIFORNIA. Sec. 12. And be it further enacted, That the President of the United States appoint an associate law agent for California, learned in the law, and skilled in the Spanish and .English languages, whose duties and compensation shall be the same as those of the law agent:— Provided, That the compensation of agent and associate shall not exceed five thousand dollars each. That so much oftlie act making appropriations for the support of I ho army for the year ending 30th of June, 1851., approved tho 28th of September,-1.850, as provides extra pay to the commissioned officers and enlisted men. ofthe United States, serving in Oregon and California, be and the same is hereby continued in force for one year from the 1st day of March, 1852, and that the provision of the last mentioned act be and the same is hereby extended to New Mexico during the current year provided for by this section; anel that $300,000 be and is hereby appropriated for that purpose; Provided further, That said officers and men . shall receive only one half of the increased a- mount over the regular pay allowed by law. Fremont, in California during the year 1840, as appears by the muster rolls on file in the War Department, and for the subsistence and supplies consumed by said volunteers in said'Service, 108,000 dollars is hereby appropriated out of any money in the Treasury not otherwise appropriated ; and the Secretary of War is authorized and empowered to appoint three competent and disinterested officers ofthe army to examine and report to Congress upon all such claims as may "be presented for funds advanced and supplies of all kinds furnished or taken for the use of the command whilst thus engaged in the public service : 2000 dollars are appropriated to defray the expenses of said board of officers. The 2d section of an act entitled ': An act to provide for the settlement of accounts of public officers and others who may have received moneys arising from military contributions or otherwise in Mexico," approved March 3, 1849 shall be so construed as to extend to officers and others engaged in collecting military contributions as collectors in the ports of Mexico or California, during the Mexican war. The 18th section provides that hereafter no person who holds any office under the General Government, whose annual salary shall amount to 2500 dollars, shall receive compensation for discharging the duties of any other office. Hot Summers.—The excessive heat which prevails at present gives some interest to the following account of remarkably hot summers: "In 1132 the earth opened, and the rivers and springs disappeared in Alsace. The Rhine waa dried up. in 1152 the heat was so great that eggs were cooked in the sand. In 11(30, at the battle of Bela, a great number of soldier» died from the heat. In 1276, in France, a failure of the crops of grass and oats occurred. In 1303 and 1304, the Loire, the li Line, and the Danube were'passed over dry-footed. In 1393 and 1394 great numbers of animals fell dead, and the crops were scorched up in 1440 the heat was excessive, In 153S, 1539, 1541, the rivers were almost entirely dried up. In 1718 it did not rain once from the month of April to the month of October. The orops were burnt up, the rivers were dried up,.an the theatres were closed by decree of the Lieutenant of felice. The thermometer marked 36 degrees Reaumur (113 of Fahrenheit.) In gardens which were watered fruit trees lluwered twice. The highest temperature whieh man can support for a certain time varies from 112 to 120 degrees. A Good Story.—During the war against Napoleon, men could only be obtained for tbe English men of war by means of the rres» gang, the operations of which interesting body lad now and then to some laughable incidents. Among those bogged in 1798, says a writer, rras the Lord Chancellor, who was nabbed one dark and drizzly night, while crossing lower Hill, a little disguised with liquor. His Excellency was sent on board a tender, and was not beard of again for upwards of seven months, when he was discovered on the Gatsjpaw frigate, slashing down the mizzen, in tow trowsers. When his Lordship first came on board, he endeavored to explain matters, but his story was so extravagant that Capt.
