name ir, the parish registry and town rocord as
Lucy, whioh I did; but lor all that the girl's gen-
nine, orthodox name i» George Washington.

ii told in the last volume of Memoirs. The dramatis persona: were Lady Elizabeth Foster, Gibbon, tbe historian, and an eminent French physician, tbe historian and doctor being rivals in
courting the lady's favor. Impatient at Gibbon
occupying so much of her attention by hiB coa-
yersation, the doctor said crossly to him :
"When my lady Elizabeth Foster is made ill
by your twaddle, I will cure her." j
On which Gibbon drawing himself up gradually,
and lookingdisdainfuliy at the physician, replied :
"When my lady Elizabeth Foster is dead from
your receipts, I will immortalize her,"

WHEREAS the 1st Section of the 10th Article
of tbeCoostitution of the State of California
requires that amendments of the Constitution,
alter having beea adopted by the Legislature,-
shall be published three mon ths with the yeas'and
nays thereon, and referred to the next Legislature, and whereas the annexed proposed amendment to the Constitution was adopted by the
Legislature .at the session of ]85~>, and the same
published and referred to the Legislature at the
session of 1856, as required by the Constitution,
and the said proposed amendments having been
agreed to by a majority of all the members oi'eaeb

Now, therefore, I, J. Neely Johnson, Governor
of the State of California, do hereby direct that at
the general election to be holden throughout (he
State of California, on the first Tuesday after the
first Monday of November, A. D. 1856, being the
4th day of the month, said proposed amendments
be submitted to the qualified electors voting at
such election, in accordance with nn Act entitled
" An Act agreeing to the proposed amendments
to the Constitution, and providing lor its submission to tlie people," approved April 19th,
1856, and commend the same to the consideration
ofthe citizens ofthe State of California.

Section two of Article ten, is amended so as to
read as follows: Aod if. at any time, two thirds of
the Senate and Assembly shall think it necessary
to revise and change this entire Constitution, they
Shall recommend to the electors, at the nest election for members ofthe Legislature, to vote lor or
against a Convention. And it it shall appear
that a majority of the electors, voting at such
election, have voted ia favor of calling a Convention, the Legislature shall, atiis nejt session, provide, by law, for calling a Convention, to be holden within six months after the passage of such
law ; and such Convention shall consist of a number of members, not less than that of both branches ofthe Legislature. The Constitution that
may have been agreed upon and adopted by such
Convention, sball be submitted to the people, at a
special election, to be provided for by law, for
their ratification or rejection; each voter shall
express his opinion by depositing in the ballot
box a ticket, whereon shall be written or printed,
the words "For the new Constitution." or "Against
the new Constitution." The returns of such election shall, in such manner as the Convention
shall direct, be certified to the Executive of the
Slate, who shall call to his assistance the Controller, Treasurer and Secretary of State, and compare the votegso certiSed to hinu li, by such examination, it be ascertained that a majority of the
whole number of votes, cast at such election, be in
favor of such new Constitution, the Executive of
this State shall, by his proclamation, declare such
new Constitution to be the Constitution of the
State or California".

from this" district are mainly indebted for the
prominence obtained by their specimens. Without his assistaribe, owing to the great pressure
upon the time arid attention of the officers, many
natters of importance to us would have been Ovcr-

Dr. Osburn, of whom, I hear praises from all sides
up here, for his great exertions in bringing contributions from ouf' county forward at the Fair,

ors in bringing before the proper committees and

has done inore during his short visit, to call the

Relative Population and Ages of Great Cif-
ies.—' The taking of the quinquennial census in
Paris bas been terminated, and from this document it appears that the population, including the
soldiers in barracks, the sick.in hospitals, and the
occupants of prisons, exceeds one million two
hundred thousand souls^within tbe octroi walls,
or one million eight hundred thousand within* the
fortifications. This returo still proves the Paris
population less by one half than that of London.'
New York contains a pop*alation about half as
numerous as that of Paris *■ and Paris is about
halfaslaige as Loudon. Paris mast be more
than two thousand years old, for ' it is mentioned
by Cassar, under the name of Lutetia, and it was
then the chief town of the Parisii.' Londofl was
founded about two thousand years ago. but it w
unimportant in size and population np to the
ninth century, since which its increase bas been
very rapid. New York is only about two hundred
years old ;.consequently, its increase is ten fold
greater than Paris, and three times as great
that of London. As commerce aDd civilization
have been setting westward ever ' since tbe world
began,' and tbe union of commerce and fashion
left Athens for Rome, and after many distractions
divided the honors between Paris and Amsterdam
with the latter having finally to yield to London,
so we expect they will be again united as at first,
and they will grace NewYork, as the metro?
of the New World, and as they did Athens and
Rome. But it wi'l take many years oi good government to concentrate in this city all the advantages of commerce and faebion that are now enjoyed by London and Paris. We cannot make a
Paris without parks, nor a London without commercial order.. Paris proper has increased two
hundred' thousand since Louis Napoleon first

the following account of an amUsing scene which
occurred during the representation of a play recently. The piece was a sU'ce'essfid1 one, and, in'

in the rehearsals, and at the first performance

with loud applause. The applause continued,

shrieked; the orchestra whooped and halloed to'
prevent the sheep from tumbling on their violins,
the house roared. The supeniunreraries were

to the shambles.

A Fiwxy Incident.—The Cologne Gazette irresponsible for the following story : " When Palmer was condemned, the Sardinian embassador
telegraphed to Turin—" Palmer, condemned to*
death, will be hanged at Rugely." The official aS
Turin Wrote for " Palm," (abridged for "Palmer,)'
Palmerslon," and sent it as an official dispatch tothe Minister Cavour. The latter having smil-id on'
reading it, left it open on bis flesh, and in a Pew

The dramatis persona: were Lady Elizabeth Foster, Gibbon, tbe historian, and an eminent French physician, tbe historian and doctor being rivals in courting the lady's favor.
