Sue. 8. The Treasurer of State shall keep full and particular account and record of all his proceedings under
this Act. and of the bonds redeemed and surrendered, and
he shall transmit to the Governor an abstract of all hi
proceedings under this Act, with his annual report, to
be by the Governor laid before the Legislature ; and "
books and papers pertaining' to the matter provided
in this Act shall at all times lie open to the inspocfioi
any party interested, or the Governor, or the Alton
General, or a Cominitl.ee of either branch of the Legir
ture, or a Joint Committee of both.
Sec. 9. tt shall be the duty of tun Treasurer to pay the
interest on said bonds when the same falls due, out of
said Interest Fund, if sufficient ; and if said fund he not
sufficient, then lo pay the delieiencv out of the General
Fund : provided, that the Controller of State shall first
draw his warrant on tho Treasurer payable to the order
of said Treasurer, for the amount of interest money
about to become due, which said interest warrant shall
be drawn at least one month previous to the maturing
of the interest.
Sec. 10. It shall be the dsstv of the Governor and Controller, while sail! bom-is are being issued, to examine all
■claims recfiiven by the Treasurer as aforesaid, and cause
the same to be registered and canceled in such manner as
to prevent theni from being reissued or put in clrcnla-

The following just and handsome tribute to the
meri's of the Democratic candidate fer Pres.dent,
we find in the Nashville Union :
" The Patriot oi yesterday places Mr. Breckiii
ridge in the class of "pretentious upsturts," and
says lhat when I e "was an inlant, mewling and
puking in his nurse's arms iu the interior of Kentucky. John Bell was an honored cccopant ol a
seat in the nation's councils." Whether John C.
Breckinridge is a 'pretentious upshift' Itt the
voice of the nation determine. If yon, it was this
'pretentions upstart' lhat beat Gen. Leslie Combs,
one of the oldest politicians aud ablest tacticians
iu the Lexington Congressional District, where
there was a party majority of over 1600 voteB in
favor of Gen.Combs. It was this'pretentious up-
slart' ¿hat, inthe next race, beat Gov. E. P. Letcher, who was sleeted by his party as an invincible
leader. It was this 'pretentious upstart' who voluntarily retired from Congress, after havig served
two terms. It whs this 'pretentious upstart' who
paid the noblest tribute to the gnat leader ol the
old whig party that has ever been given from the
lips of man. It was this -pretentious upstart' who
modestly declined the position oi Mirhster Pleni
potentiary to the Court uf Spain, wheu tendered
to him by Mr. Pierce. It was this 'pretentious upstart' who ieceivtd the unanimous nomination for
the Vice Presidency from the Democratic convention of the nation at Cincinnati. It was this'pre
lentious upstart' who, at the age of thirty-nine,
was triumphantly elected by fhe people of the
United Slates to the second office in their gilt.
It was this 'pretentious upstart' who conducted
bin self in his capacity oi Vice President of ihe
United States in a manner unsurpassed, by any ol
his illustrious predecessors, in such a manner aB lo

which is considerable, owing to his long residence
