Ths People of the State of California, represented in Senate and Assembly, do enact as follows :
Sicnus 1. for tha purpose of liquidating, funding and
pajing the claims against tho rítate of California, here'
inafter specified, the Treasurer oí State shall cause to be
prepared suitable bonds of the State of California, no; t.n

interest at the rule of seven per centum per ani]

Sac. 7. Whenever, on the first day of February or August in any year, there remains, after tho payment of the
interest. n« hereinbefore provided, a surplus'of ten thousand dollars or more, it shall be the duty of the Treasurer to *Jvartise for the space of one week in one daily
newspaper, published in English, in the city of New York.

opened one month after the expiration of such publications, by the Treasurer, in presence of the Governor or

poie of redemption; and they shall accept the lowest
proposals, at rates not exceeding par value, as may re
deem the gre it est amount of bonds, until the amount of
cash on hand for the redemption is exhausto.1 ; provided,
however, in case a sufficient amount of such bonds shall
not be offered, as aforesaid, to exhaust the Sinking Fund
to a less amount than ten thousand dollars, then it is

Lord ¿Byron's Family and Female Gnmblei
Tbe following gossip is drawn out by the recent
death of Lady Byron, in England :
The death ot Lady liyrou has awakened a few
old rec [lections and old controversies, and the
laniily feud is again foughtover. Strange to say,
in an interesting sale which took pluce not long
since at Pul tick & Simpson's, the well known auc
tintieeis of literary properly, of autographs and
MSS, including letters of Napoleon, JSIelsi
Moore. Rogers and Fox. were several addressed
Monk Lewis by Lord Byron, in one of which he
wrote: " It has been intimated to me that ihe persons understood to be the legul advisers of Lady
Byron have declared their lips to be sealed on tbe
causes of the separation between Lady Byron and
me. If their lip* are sealed up ihey are not seal
ed by me, and the greatest fever they can confer
on tue is to open them."
He goes on to say that lie signed the deed ol
separation with the greatest reluctance after repeatedly and in vain calling lor a statement of
tbe charges against bim, and that he would be
glad to cancel and submit the whole case to any
tribunal, a proposition which had been declined
previous lo separation. Her ladyship's legal adviser was Pr. Lusbington. it may be remembered,
who. as well as Hobhonse, the poet's dear friend,
now Lord Brougbion. are both alive. Those who
are old enough to remember the scandal cf tbat
scandalous time (which were reviewed by Campbell on Lord Byron's' part on tbe publication of
Moore's Memohs.) will remember lhat Dr. Lush-

possible for Byron and hiswile ever to cohabit, and
that foi a time the foulest fancies ran riot in imagining them, nolhint! being too monstrous to at
tribute to tbe head of the Satanic school, as
Soultiy calls him in his review oi Cain, '-himself
Ihe great original he drew." Now 'hat both La
dy Byron and Ada are dead and ah the parties of
the scene, it may be well tbat ihe secret should be
published. It may wipe away a stain from the poet's name. At the worst, nothing can be worse
than the world's prurient imnginings.
Lady Byron latterly never mixed in sociely.and
even some twelve years since looked completely
broken. Sb« possessed a highly cultivated mind,
which she trained under tbe severest discipline of
mathematics, of which science she was passionately Jond. Her daughter "Ada. snic daughter of my
house and hearl," inherited this passion,, but, unfortunately (or herself, carried it into a dangerous field. For some years, wholly unknown to her
husband, she bad, through an agent, a Mr. Kree
lake, bet large sums on tbe turf, and was, down lo
"Teddingtou's" last year, a large winner. Lured
on by success, and doubtless hoping to make a
large coup, she ventured (lit ol ber deplb, and
laid immense sums apa inst the horse 'Teddington.'
At tbe settling. Mr. Kreelake being made unable
o pay his debts, the siory had to be told. Lord
Lovelace, with unbending honor, paid tbe whole
amount, somewhere near _£G0 0ÜI). but Lady Lovelace never recovered from the pain and suffering
this exposure brought, pud died in Italy soon after.
Tbis passion ol gambling was not confined to
Ada alone, or tbe British aristocracy. Perhaps tho
strangest feature of railway excitement in England was the eagerness with which the ladies leaped into it. These bright gamblers gathered each
morning around the share list, with tbe same ea
ger passion will) which tbey might be seen to day
round the furo table at Baden, or round some Parisian gambling booth, some century since. They
w:ere iar more unscrupulous and daring than tbe
men, and if many lest, many also won.
The most brilliant of the band is (be present
Dcwflger Marchioness of Ailesbury, one of the
dazzling and dashing women in England, ol tbe
Lady Gay Spanker school. A first rate whip and
charming horsewoman, her presence In the Park,
with her profusion of fair cm Is, as with the grace
of an Amazon she directs preceded by her outriders, her fiery steeds down the row, always wakes
great wonder and admiration among tbe gaping
loungers of tbe rails. Of ber operations daring
tbe railway management, she neve/ made any
concealment. Indeed, her light, airy carriage.
gfit be olten seen hanging in Cheapside, be-
een two burly omnibuses, or gliding (airy-like
among a huge bundle of baggage carts during
ihe "heated term," as Mr. Meiriara would term it,
which usually precedes the storm. Her late lord,
who was oi tbe "Dolly Spanker" school, nsed to
look on his lady's exploits wiih a stupid joy. At
one time she was said to íealize £100,000. under
the advice of Mr. Hudson, of whom her rank and
fashion made her a special pet. and out of whose
keeping she used, with most playful coquetry, to
coax the most important secrets of railway state.
Mrs. Mary Carr, au old pioneer, died near Cin-
„,nnati on ihe 3d inst. She was born July (iib, A.
D. 1775, in Northampton. Pennsylvania, and emigrated to Ohio in the Autumn of 1798. Her pas

ber parly embarked at Wheeling, Va. Tbe party
landed at Cincinnati, which then consisted of a
tew log cabins, and settled at North Bend in the
midst ol the Indian tribes. Here Ihey remained
a few months, removing thence to the unexplored

Mrs, Carr rften said, "not a slick of timber was
issing from its native soil." The whole region

address the people on the political topics of the
day. I may as well say at once that I mean to
take no active part in the present political contest in Cal i torn ia. I am here to try lo recruit my
beallh, and to do tbis at al) I must abstain Irom
public excitement. Besides, I must frankly stale
that I am sick and tired of public lite; and Ihe
present condition of the Democratic party is not
calculated to remove tbis feeling. But as total
silence on my part, in the midst of party distraction, might subject me to a charge of fndifference,
1 beg leave to assure you and the members of the
Club, that so far from being indifferent, I am at
this very moment deeply and seriously concerned
¡ibmtt. tlje country, I do not sneak of rtmiuer to
our institution?, because I would only be kuighed
to scorn by the light and frivolous, and vain and
selfi.-b if I did, but of geueral political demoralization, which is rendering tbe struggle of parties
in tbis country almost as shamefully selfish as the
wretched struggles of degenerate factions in Mex
ico. In this state of affairs, which I see no way
just now lo improve, and cannot help but think
critical, I have careluHy and thoughtfully consid
_\ the course which duty enjoins me to take, and
tíere it is in a few words :
1st. I will never help to impose a Northern man
on the South as President, unless 3 am reasonably
satisfied that he ¡s acceptable lo a majority of tbe
Southern people.
2nd. If the political contest degenerates into a
sectional struggle, which the present derange
merit as well as the prospective rearrangement
of the political partks seem lo point to, my part
will be taken with the South. My reasons: The
South is acting in self defense. It is struggling
solely and simply to preserve its own ¡nstitulhns.
but not to disturb tbe institutions ofthe North,
while the struggle in the North ts not lo improve
Northern institutions, but to interfere with the institutions of tbe South. The insolent injustice and
inequality of such a struggle will decide me without besilalion to act with the South.
3d, I would personally prefer Stephen A. Doug
las to any other man in the United States for
President, if he were acceptable to a majority ol
the Southern people, or what is very much ihe
same thing, was the accepted candidate of th
United Democratic parly, but to my great regret
he is not, and therefore I cannot support him iu
this canvass, and in this I consult my views of
duty and not my personal preference; tbis casts
me wiih John 0. Breckinridge, who if be can do
nothing more, may rally enough to re-construci
the Democratic party, These are my views, frank
ly given, but as I have no feeling on tbe subject.
I urge them on no one, and would keep then
myself, but tbat my character obliges me to let
my frien s know how I stand.

The Brecliinridg" electoral ticket in New York
was yesterday officially withdrawn, to allow o>
union or a fusion ticket.
The Republicans carried Pennsylvania, Ohio,
and Indiana, by large majorities. Curtine's majority ¡s 20,000. Buth branches of the Legislature give Republicans increased majorities.
Great Republican gains in Ohio ; majority up*
wards of 20 000 Republican.
In Indiana, the Republican State ticket has upwards of 10.000 majority, and the Legislature is
also largely Republican.
A negro plot was discovered in Norfolk county,.
Virginia. Great excitement prevailed, and many
arrests been made. Two persona were shot, but
not killed.
Tbe steamship Africa, with dateH to the 30th,
ult, has arrived.
Anconi capitulated on the 18th.
Lamoriciere and his entire army were prisoners
of war.
San Francisco, October 22.—Tbe steamer Senator, Capt. Seeley, arrived al live o'clock last evening, with freight and passengers from the Southern coast.
The news of the success of the Republicana in
Pennsylvania, Ohio, and Indiana, was published!
in extras hist evening, and went like wild fire over
the city. The Republicans are rejoicing greatly,-
the news being considered tbe keystone to the approaching Presidential election.

The Louisville Courier gives an account of a
great Breckinridge and Lane Barbecue in Carroll
cmnty, Kentucky. From three to four thousand

the Vice Presidency on the ticket with Gen. Cass.
Me said this was the first political speech he had

deep Interest he felt in tbe election of Breckinridge
and Lane, and the unhallowed course pursued by
Douglas and his friends. The General pitched

■'Are these the views of a statesman ? Are these
the morals of a gentleman!" He declared solemnly tbat wheu he was on tbe ticket wiih Cata,
in 1848, he never dreamed ol countenancing any
such doctrine, and be thought the united South1
should now stand as one man for constitutional
equality against such doctrines, tbe effect of which
if not the main intent, must be the subversion of
the rights of ihe plavebolding States. He denounced the proceedings of the Douglas men in the
convention as the game of " fast and loose,"
'■ thimble rigging," and denied that Douglas was
nominated according to the rules and lit .ages of
the Democratic party. It was a glorious sight to
behold the ancient Den ocrat and gallant soldier,
wiih hia silver hair streaming in tbe wind, hia eye
untamed, aa he dealt his blows vigorously ou tbe
heads of those enemies of ihe couuiry, who are
now trying to nurse tbe "Union Constitutional"
party into existence.
Letters from ¿North Carolina and Mississippi report those slates for Bull. Hon. J. Hill, says the

Texas will be against Breckinridge.

The city Republicans of New York, on tbe 27th,-
nominated Amor J. Williamson, editor of the Dispatch, in the Third Congression District; Wm.
«all, ex-Mayor of Williamsburg, in tbe Fifth f
■Augustus D. Ewing, in the Sevelh, and Abraham
Wakeman, in Ihe Eighth. The Breckinridg» men *
in the latter district nominated ex Sheriff Willets.
In the last number of Frazer's Magazine the
word "fast" applicable to the lair sex, if. defined

Ths People of the State of California, represented in Senate and Assembly, do enact as follows : Sicnus 1. for tha purpose of liquidating, funding and pajing the claims against tho rítate of California, here' inafter specified, the Treasurer oí State shall cause to be prepared suitable bonds of the State of California, no; t.n «iceed the sum of two hundred thousand dollars interest at the rule of seven per centum per ani] the date of their ¡«sue, payable at the uilice of the Slate Treasurer, on the lirst¿ da}- of July, one thousand eight hundred and eight».
