The Douglasitcs in Council.
On Saturday evening last, the Douglas party cf
(Lin city held their usual weekly meetiug—tL

barrels, ia honor, we suppose, of the orator of the
evening, Mr. Murray Morrison. ThiB gentleman
was the principal speaker; and many of his friends,
thoEO with whom he has heretofore affiliated ii
politics, heard him with deep sorrow, as he made
statements directly contrary to what, a few short
months ago, he accepted, and acted on, and advocated, ae true Democracy,
It is not cur intention to follow Mr. Moirisoi
through his long address, nor is It neceeiBary to
point out hie sophistries in construing as applicable to Territories, that which, in the Constitution
is precisely fixed as relating to States ; his blunders, no doubt unintentional, as to the numbers
in convention, and lbe vote cast for Sir. Douglas
—these we pass over, as they were most thoroughly attended to on Tuesday evening last—but there
was one topic on which he touched, whicli we cannot help alluding to.
Iu speaking of the position occupied by Mr.
Douglas, as the "regular nominee of the National
Democratic party,-" he stated that those who refused to support Mr. Douglas, were bolters—that
they were outside the Democratic party, and those
alone were true Democrats wbo were fouud in the
ranks of the supporters of the Senator from Illinois. That the Southern seceders, having left the
hall in which the convention was being held,
ceased to be Democrats. Such, ha said, was the
usage of the party ; and so had it been held in
this State, at the State Convention in Sacramento
fast year. The party from the county of Los Angeles who had left the place where the local convention was called to assemble, aud did meet,were
denounced as bolters, were held to be outside the
Democratic party, aud were refused admission to
the floor of the State Convention.
It will be recollected, that Mr. Morrison wa?
nominated for the Assembly by that same "bolter"
party j that he recognised tliem as the Democratic
party; that he spoke on their behalf in several
6usta?neSntbe"actfon" of tfi'at Convention" ft"a the
action of the "true Democracy." Ilie couHiwteucy
in denouncing now as anti-Democratic, wbat he
then (with all the light which he has yet acquired
on the subject,) accepted and supported as true
Democracy, will forcibly strike the" public, and
with them we leave it.
We have no desire lo re-open the secret history
ofthe Sacramento convention—to no one is U
better known than to Mr. Morrison himself why
aud how one delegation was rejected and the other,
more pliable, accepted—but he knows well, that
the merit of the controversy entered not into the
consideration which Bwayed the committee in
their decision. His opinion of that contest Ib on
record, and such a record as he cau neither question nor gainsay.
Did we not well say, then, that his friends heard
him with sorrow making sueh au exhibition of
himself, amidst the plaudits of his newly-acquired
friends—those very men, and that same party, to
whom Mr. Morrison, in all hia relations as a citizen,
has heretofore beeu au object of their enviable attacks and vituperation !
avidity with whieh the alchemists sought for tho

be equal to theirs. Long before the (ith ot November comes round, he will realize that he is now
on a fool's errand.
" He is strolling from place to place, to snulF
the breath of popular applause, and touch the
springs and pull the wires of the political machine.' He disenchants everything he touches,
and there can be little doubt that if, by any accident, he should be elected President, the office
would siuk still lower iu the scale of degradation."
Mr. Cravens, one of the Breckinridge electors
at large for lhe State of Missouri, recently said
that the Douglas men are " the putrid excrescence
of the Democratic party."
Pretty much what was said by Jud^e Scott the

the party would be benefitted by their secession.

Logan Repudiated— John A. Logan, known
throughout the State of Illinois, from a speech he
made last winter, as "Dirty Work'' Logan, has
beeen repudiated by hia constituents of the
"Egypt" district. He has all along made himself
conspicuous as a tody aud tool of Douglas, aud was
a candidate tor renominatiou before the Democratic Congressional Convention, but though ho ie
now serving his first term, he waa beaten, and a
Breckinridge man nomiuated in his stead. This
has been an unfavorable look lor Douglas in the
great Democratic stronghold of Illinois.
Democratic Spistimext i,v Alabama.—The Montgomery Advertiser, gives the uamea of fifty two
papers for Breckinridge and Lane, nine for Douglas, and iilteen for Bell and Everett. A pretty
good showing for the press of Alabama." When,''

Douglas Degeneracy.
Nothing more clearly marks the degeneracy of
this once favored son of Democracy, lhan the
course he ia pursuing in his candidacy for the
Presidency. Since his separation from his brother
Senators aud the Democratic party, in 1858, on
the agreement respecting the power of Congress
over the Territories, which was considered tobe
decided by the judgemeut of thc Supreme Court
in the Dred Scott casein 1857—when after lhat
decision, he found himself pressed at home, in his
contest with Lincoln, he shifted his position, and
declared that, no matter what that decision may be,
under his Kansas-Nebraska bill he had secured it
so, that the Territories should remain free. From
thut time to the present, he has acted more tbe political demagogue, ibe.a any man botnvo him, ooou
pying so high a position, aud aspiring to the noblest object of ambition within the Government.
To acquire the nomination at Charleston, and
agaiu at Baltimore, he refused not to personally
enter the political arena. And since he obtained
that uomiualion at Baltimore, we find him traveling over the eastern Stales, malting stump speeches on every possible opportunity.
We were forcibly reminded of this by reading
the following, whbh we find in one of our most
valuable exchanges:
" He is the first Presidential candidate who bas
mounted the stump to advocate bis own election.
Hitherto such candidates have maintained a decent silence from the moment of writing their letters of acceptance to the close of the canvass.—
Any deviations from this rule has beeu the subject
of denunciatory criticisms and of public censure.
Mr. Douglas, under one pretext or another, is vagabondizing aU over New England and New York,
and availing himself of every halt at a railroad
depot to make a stump speech, in wbich he vilifies
the Democratic Senators, and the Democratic party, which is headed by Breckinridge. Under every circumstance ho is faithful to the one character
of a demagogue. He can ies tbe taetii-s of the
vulgar, third-class politician into the struggle for
the highest oflice in the gift of tbe people. What
a falling off is this from the standard of other
days, -when the rule was, tbat the oflice should
seek the man, not the man the oflice ! The Illinois

the State very recently a very large invoice of
"axle grease,'-' which is now brought into direct
competition wilh our home manufactured article,
made by Hucks & Lambert of San Francisco.—
While we have always advocated the importing of
every valuable manufacture, or product, or invention, from anywhere abroad to benefit onr State,
we have always made this reservation : Those articles which could not be produced here by our
own people.

of every Californian. Our permanency and prosperity as a State depend upon our fostering and

appeal to our farmers, our teamsters, our stable-
keepers, our draymen, and to our citizens every
where who keep private carriages, and to our railroad proprietors, and to all who use this power to
make the ''wheels go." to remember ! and not only
to remember, but to give preference to Hucks &
Lambert's Axle Grease, for by so doinpweaid
our home manufactures, aud thus aid the State.
Axle-grease may not be estimated by the casual
observer of things, as of any importance. It is
not equal to woolen manufactory. It is true; but
it is a California manufacture ; it is a branch of
our home labor ; and if we do not lock well to fhe
branches, the whole tree will not be perfect, and
bear its fruit perfectly. And if any branch is affected, we feel it. and will do all we can to save

RULE I.
Whenever the U. S. Dist. Attorney shall make
application to the Court, or the Judge thereof for
an order requiring Ihe survey of any private land
claim to be returned into Ooart for examination
and adjudication, ihe said application shall be
made io writing, and shall aver that the survey is

be founded upon sufficient affidavits.

alleging the truth thereof on his own knowledge.

for the protection of their interests.

All notices, when required to be served by inter*
venors, shall be served upon both parties to the record, except as provided for in rule Y, and both
parties to tho record, Plaintiff and Defendant,
shall be deemed opposing parties to the iulervenor.

After a survey has been returned into Court an

party, if in default, shall be deemed as denying all
of the exceptions, or if he appear, may deny or
confess the truth and correctness thereof, and may
himself, under thc same rules, except as to uotice,
as provided for the party contesting lhe surveys,
file exceptions to the said surveys. The Court
shall proceed to bear and determine the Baid exceptions upon the day noticed, or upon such olher
day as the Oourt may designate, and upon the
hearing no objections Hi all be considered, except
those set out in the exceptions.

If the party applicant fail to file exceptions supported by affidavit wilhin the time limited by tbo
Court for that purpose, the survey may be deemed
assented to, unless the opposite party except to the
same, aud when both parties fail to except within
the time limited, the proceedings may bc dismissed by the Court, on motion of either party, and
without notice, and on order may be entered tbat
the plat be removed from the files and returned to
the Surveyor General, together with a certified
copy of said order of dismissal.

Exceptions to a survey may be sustained by the
evidence alieady in the cause, tbe decree of tho
Court, and upon additional testimony. Such additional testimony may be taken iu open Court at
the hearing or by stipulation of the parties, or be-
foreaU. S. Commissioner under the rules of the
Conrt, notice of which may be given at any tiiue>
after the cxeeptious have been filed.

The form of order to return survey shall be as
follows:
It being suggested to the Court that (he survey

to bo served, reside out of tbe Southeru District,
have died, or left the State.

The Court or Judge may grant a temporary order, restra-uing the U. S. Surveyor General from
transmitting the survey lo the General Land Ofiice nt Washington, whenever it shall be shown
by sufficient affidavits, that the timo of publication
is about to expire before an order for the return
of tho survey can he obtained, by reason ofthe
delay required to give the notices provided for by
these rules. Said temi orary order sliall only restrain the said Surveyor Geueral until a eertaia
day to be therein named.
RULE XIV.
The general times for notices herein provided
for, may be shortened or lengthened by the Court
or Judge, for good cause shown.
