For this purpose ihey bave established, and do

New York aud everywhere else, unless ihey are
made to know tbat tlie people will not submit to it.
To many persons the words '-marlial law" do not
convey any definite idea. They know thftt it is
something very har.sh, and rigorous and summary,
but ihey suppose that it bears some resemblance to
all other laws of which tbey ba»e ever heard, iu
ihis respect at least i that it defines offences and
fixes their punishment. And I Cumiot but suppose
tbat many of those rtho clamor for its establishment arc ignorant that it is nothing iu tUe world
but tbe absolute und Unrestfainf-d will of a military
chieliuln. Permit me, then, to (five a description
ol martial lnw, upon the authority of ibe highest
judicial iribunal of our country. Tfae language is
that of Judge Woodbury, in delivering lbe opinion
of the Court ot the United States. 'E'ly Uf says
the Court, "every citizen, instead of reposing -under the shield of known and fixed laws, as to his
liberty, property and life, exists with a tope
around his neck,s\tbjeet tobe hmigupi by a military despot, at the'next lamp post, under the sentence
of some drum head court maitial,''
It is true that Republicans have reason to believe
tbat they will be safe from tfae horrors ot this law
under a liepublican Administration, No Republican or Abolitionist has yet been arrested, imprisoned or barmbed, and they may reasonably cal —
culaie that none ever will be. Such persons are
per mi ted to stigmatize the Constitution as a
league with hell, and insist tbat tbe war xhall be
prosecuted, uot to restore lbe Union hut to destroy
it without being regarded as guilty of any "disloyal practice." The only sufferer-g, so far, have
been Democrats, Indeed the ?ery purpose for
which iho establishment ol martial law is sought
by the manager? oi the club and leaaue-a, is to destroy the Democratic party, and we find it declared
in an official document emanating Irom the War
Department that lo support the Democratic party
is to support the cause ol tfae rebels. This terrible
engiae, then, is to be set in motion by one political party for the persecution of another, arming
neighbors agains neighbor;*1, and selling issues in
every household. The machinery ia prepared.
Already lhe secret societies are ifi motion^ bouud
by what oaths 1 kuow not. Tbat ifaey wbo design
thme things design all their dreadfulcohse-quences,
I do not believe. But ihey know little of htimau
nature and little of history who cannot discern
them. Under a single despot there is equality;
from n single despot there may be hope of escape.
But ihe worst form tbat devpotlsm cau assume is
that of tyranny of party over party : aud if anything can add to its horrors it is when tbe dominant faction ia inflamed fay fanaticism and led by
priests.
What matters it tbat these men are conscientious,
tbal they act under a sense of duly, ot religious
duty ? I do not imeeacb their motives, The more
conscientious tbey are tbe worse. Al! fanatics are
conscientious, and it is these tbtit make tbeir tyranny, ol all tyr-anuies, tbe must insufferable.
What we can and ought to do, beyond ths mere
pression of our sympathy, in aid ot our oppressed
countrymen in Ohio, Kentucky and Indiana, is a
subject upon which il may be as well at present to
say nothing. Let ua wail the course of events.-
We have an immediate question to determine for
ourselves, and thai is whether we will permit ihe
esta blish ment of ibe same species of eovernmeot hi
our own State; a government! which not ouly no
Englishman and no Frenchman would endure,, but
against wbieh the very lazzaroni of Naples would
revolt. I do not spenk ol exeepiiona! cases of an
extreme public necessiiy^ such ns we may imagine,
though their occurrence is uot at all probable- but
1 speak of systematic acts,- done under 'Claim ol
right, wilhout necessity, upon fulse pretences —acts
which are not only fiigranfly unconsti tmioual, but
utterly subvorsive of liberty and of law, and of
which the manifest tendency, if not Ihe purpose,
is not to wmiottiin the Uuion but lo destroy it, -'
am sufe that we will not sttbmit to Ibis, nnd we
ought to s-ay so plainly. I hate no faith in any
petition's, protests or -remonstrances thai fait short
ofthis. There is danger in leaving the President

to hope for anything from his sense nf justice or
