in thc New York Times, a republican administration paper :
Tbere wna an excited debate last night in the
House of Commons about tbe threats of war,
breaches of neutrality, Alabama capture of the
Peteihoff, aud several other matters of interest.
Mr. Foster iirraigned the Government for ita neglect. Mr. Bright charged them with a cold and
uu!riendly neutrality. The Solicetor General declared that tbey bad dung everything which the
law required, and that judged by American authorities and precedents the Federal Government had
no right to complain. Then Mr. Laird, th« builder
of the Alabama, declared that be had been perfec
ly opeu and abovu-board, and had in uo rusptct
violated the law, and amid the cheers und laughter
of the House, declared he had received proposals
from an agent of tbe Federal Navy Department
to build iron-cladi and rams, completely armed
and equipped, and off* red to place tbe correspondence into tho bauds of Lord PaimerstoD. He asked which was lbe greatest violation of neutrality
to sell ships without guns, or to send to New York
cargoes of rifled cannon? Ho stated that sicce
the commencement of the war there had been ship
ped from Liverpool to the Northern pons, more
thau 6U.Q00 muskets, 370,000 rifles, 52,000,000
percussion caps, and many cargoes of "hardware.'
These were from Custom bouse manifests which
had passed through tbe hands of the American
Consul at Liverpool.
Wbat more could be said?* Mr. Bright declared
tbat war steamers, iron-clads and rams were build
ing now lor the Confederate Governmeut. The
localities of fourteen of tbem have been given ; but
tbe Government cannot interfere. A whole fleet
is preparing as rapidly as possible, ostensibly for
the Emperor of Cbiua. Everybody know., tbey are
intended to opeu the Confederate ports. Everybody knows that the Confederate loan was raised
to purchase their outfit Tbis waa the reason why
£1S.UOO,000 nearly S100;000,000 was wanted.
This was the reason wby the stock went up to par
and to 5 per ceut premium, though taken at &0 and
put on tbe market at 90.
The simple truth of the matter is that, with tbe
active sympathy of tbe upper classes, andthe
'■neutrality" of ihe government, a strong party ol
English capitalists,* cotton speculators, ship builders and merchants bave taken up the cause of tbe
south in earnest, and mean to put il through. They
have embarked their millions, aud do not mean lo
lose lbem. The government cannot interfere td
prevent it, and has no disposition to do so. Afi

Lord Ilartingdou, in an election speech this
week, stated the whole case. He had juat come
from America where be had traveled iu both sections, and he was out and out southern, aud declared
that no union could be restored, nor could tbe
south be conquered. This opinion was never
so firm as at thii moment. Is it strange that
strong efforts should be mads to hasteu a result in
which faith isso general?
If the statements publicly made, and appurently
based on good authority, are to be believed, tbe
Confederates, within a month, will have at sea one
of the most formidable fleeti that ever steamed
out upon the Atlantic. Tbe steamers uow pre"
paring will ba as ttuet, as strong, as powerful as
British machinists can make them. You have net
begun to fortify the northern ports a day too soon.

earnest iu the cause of free labor—all the more
eavnest because tbey are oppressed and degraded

Trades' Union meeting at St. James Hall. Ii was

fuction wilb the appearance of affairs iu his vicinity, and elates that Fort Hudson is undoubtedly
evacuated, except by a small garrison and their

Nkw York, May 15—A mutiny occurred at
Camp Sprague, on Staten Island, ou Wednesday.
The mutineers attacked the guard wiih clubs,
stones and pick-axes, but were finally suppressed.
One was killed, several wounded, and 28 escaped,
but wore afterwards captured aud takeu in irons
to Governor's Island.
A special telegram to lha Times says that the
President to-night received Irom tbe headquarters
of the Army ol the Potomac unoriginal leiter of
Jeft Davis addressed to one of his colonels, in
which he speaks despoudingly of aOairs in tbe
Southwest and on the liappahanuock. The letter
was found in a rebel comp al Fredericksburg dated
May 2d.
Lee's headquarters are in Fredericksburg. The
rebels are remarkably well clothed this spring.
A dispatch received at ihe State Department today Irom Minister Corwiu shows that up to the
21st April the French bad uot obtained possession
of Puebla.
An independent active cavalry command will
soon be given to Col. Kilpatrick.
Chicago, May 15.-—The Springfield, 111., Jou-r-
at states that Robs, Steel & Co. had contracted to
build 350 miles ofthe railroad to tbe Pacific. This
division lies between tbe boundaries of Kansas, beyond which the Uuion Pacific Railroad will properly commence. It is intended to have 40 miles
opened the present year. Io addition to the laud
grants by Congres, it is stated that the company
bave secured, by purchase from Indians, over
G-JO.OOO of acres of vuable lands outberoute. Tbe
whole liue through Kausas is to be completed
within four years from date. The contract for

source, that Hooker baa re-crossed tbe Rappahannock. * . .
Gold has been falling rapidly to day, and tbis
fact, probably resulted from the important movements reported. We bave no quotations ot tbe
price of the precious metal since the receptiou of
tbis importnntant neivs. The telegraph is silent
concerning this startling intelligence, wbicb ifi already exciting the utmost mthusiasra.
