| Abstract | There are as many as 1.7 million orphans in Egypt, and the Egyptian orphanage sector is largely a non-governmental enterprise relying on private support with minimal government supervision. Increased public demand for adequate social services is aligning with national and international committees to modernize the orphanage sector. Missing from this discourse, however, are the voices of those who live, work, and regulate these homes. This dissertation examines the care and treatment of orphans in Egypt from the perspectives of adult orphanage residents, orphanage caretakers and government social workers from the Ministry of Social Solidarity. Interviews and focus groups took place in Cairo, Egypt, during the summer of 2011, to answer four research questions: 1) What are the socio-cultural factors, e.g. etiology, of orphanhood? 2) What are the roles of the government social worker? 3) What are the admittance and discharge procedures like? 4) How do adult orphans describe and evaluate their psychological problems? The findings suggest there are multiple socio-cultural factors associated with orphanhood: a number of organizational obstacles limit the role of the government social worker, important legal and social factors mitigate admittance and discharge procedures, and evidence of psychological complaints show characteristic similarities with institutionally-reared children in other foreign orphanages. The study suggests several important reforms are needed, which include expanding access for alternative models of care, empowering community-based professionalization groups, and advancing mental health research. |
