| Abstract | California Penal Code Section 6240 (c) states that "...both state and local correction systems are presently lacking sufficient programs and strategies to intervene with substance abuse and other behaviors that contribute to criminality." There are many programs available claiming effectiveness in helping to decrease juvenile delinquency. However, few if any evaluations have been performed on these programs. Research has shown that not only are some programs actually ineffective, but that they can also be harmful to students involved. The purpose of this study was to determine the effectiveness of the SQUIRES jail encounter program on the recidivism rates of students in a rural community day school. Recidivism was operationally defined as the repetition of suspensions and expulsions post intervention.; Over a period of six school years, an archival examination of suspensions was conducted. The experimental group involves students who attended the two-weekend SQUIRES jail encounter program in San Quentin State Prison. The control group was comprised of students in the community day school who did not attend the program. Students were differentiated in the analysis based on reasons for their placement in the community day school. Qualitatively, student and teacher interviews were performed to examine the effects program involvement had on student attitudes towards future choices, education, and the justice system.; Results revealed that while it was reported that participation in the SQUIRES jail encounter program challenged and changed the thoughts and perspectives of adolescents in alternative high school settings, ultimately their actions were influenced by the program in a positive manner, as measured by suspension and expulsion rates at school. Specifically, those students who were in attendance of the SQUIRES program reoffended approximately 10% less than students who did not attend. In particular, the program was successful for students who were on probation. Students on probation were approximately 4 times less likely to offend when they attended the SQUIRES program. These results are in direct contradiction with prior research. The limitations of this study include selection bias, small sample size, lack of standardization of the intervention and controls for additional interventions. |
