| Abstract | The Clery Act (known as the Campus Safety Act) is an important external mandate requiring data collection and dissemination of campus crime statistics by colleges and universities. In this qualitative study, the researcher interviews Senior Student Affairs Officers (SSAOs) who worked to implement the Clery Act legislative requirements back in the early 1990s. Nine SSAOs were interviewed exploring the leadership approaches they used to implement the mandate. The researcher found that SSAOs: played key roles in implementation efforts; utilized different leadership frames to achieve their outcomes; used a range of leadership skills, identifying communication and relationship building as the two most important skills; provided a variety of suggestions on how they might deal with mandates in the future; were influenced by the possibility of federal reprisals; placed importance on understanding resistance and change; believed collaboration improved on campuses through the implementation process. |
