| Abstract | There has been much written about the educational challenges facing the United States of America today. These challenges include, but are not limited, to educational inequity, low test scores, teacher competency and training, and achievement gaps. An era of standards-based reform and comprehensive school reform evolved as a reaction to these challenges. There is also an increase in assessment and accountability of student progress as a part of these educational reform measures. Key elements to school reform include effectively utilizing and collecting data. This includes using data to monitor student achievement and hold districts, schools, and educators accountable for student progress. This also includes making the teacher an integral part of the reform process.; The purpose of this study is to evaluate the design, implementation, and adequacy of data usage to improve student academic achievement in three cases at the district, school, and elementary classroom levels. Three research questions will be used to investigate the "data use" policies and strategies in these three cases: 1. What is the district design for using data regarding student performance, and how is that design linked to the current and the emerging state context for assessing student performance? 2. To what extent has the district design actually been implemented at the district, school and individual teacher levels? 3. To what extent is the district design a good one?; The three cases had varying degrees of adequacy and implementation with data use practices. The cross-case analysis brought to light three distinct responses to reform with varying degrees of effectiveness. Each case was at a different stage of an evolutionary data reform process. Illuminating effective practices for utilizing data to improve the delivery of instruction and student performance will be found valuable to multiple audiences: researchers, policymakers, administrators, teachers, and community members. |
