Gen. Douglas MacArthur,
smashing the financial pipeline
by which the Japanese bled
riches from their conquered
territories, today seized 29 Japanese overseas banks and development companies organized for exploitation of foreign
lands.
The blow struck at one of the
main sources of Emperor Hirohi
to's vast imperial fortune, which
includes huge shares of the seized
institutions. Combined wartime
assets of the 29 institutions totaled
twenty" billion yen, which at the
occupation rate of fifteen yen to
the dollar Would be $1,333,000,000.
Included among the 21 named
and eight unnamed institutions in
seven cities were the world-renowned bank of Chosen (Korea)
and bank of Tai waft (Formosa).
Closing these banks is the first
Step in returning financial independence to Korea and Formosa.
Japs Summoned
Representatives of the Japanese
finance ministry were summoned
to MacArthur's headquarters in
downtown Tokyo at 3:45 p.m. At I
4 p.m. they were handed an Allied
directive ordering the institutions
closed, their operations frozen and

their officials discharged.
American troops in Tokyo, Osaka, • Nagoya, Kobe, Shimonoseki,
Fukuoka and Yokohama moved in
simultaneously to seize the buildings. Since it was Sunday, all the
institutions were closed and the
seizure was effected quickly and
quietly.
The directive handed to the Japanese by Col. R. C. Kramer, chief
of MacArthur's economic and scientific section, specified that all
records not on the premises must
be turned over to the Allies.
Investigation of the records,
which may continue for months,
is expected to furnish answers to
these four great mysteries:
1. What happened to the gold
reserves, currency, and other financial assets seized in the Philippines.
2. What happened to the huge,
bullion stores and treasures of Te
Laom Tso, war lord of Manchuria,
and his son, Marshal Chang Hsueh
Liang, who now is under "soft
detention" in China.
Graft Studied
' 3. The extent of graft by leading
Japanese militarists, such as Gen.
Hideki To jo and the military governors of overseas areas like Malaya and Burma.
4. The truthfulness of such old
stories as the Japanese army seizure of the Chinese imperial bullion stores from Peiping during
relief of the Boxer seige of 1900.
A spokesman said they did not
expect to find much actual gold,
for practically all of Japan's $125,-
000,000 gold reserve is believed to

records are considered extremely
valuable and may possibly serve
to identify additional war criminals.
It was stressed that operations
of legitimate banks and financial
institutions in Japan proper were
not affected by the seizure. Likewise, branches of the bank of Chosen in Korea won't be bothered,
since they constitute Korea's, principal banking system, and no action will be taken against bank
of Taiwan branches in Formosa,
which are under* Chinese control.

| Full text | Jap Banks Seized By MacArthur Major Banks Of Japan Come Under Allies As General Clamps Down In Swift Move Sunday By FRANK TREMAINE ^ TOKYO, Sept. 30 (UP)™ Gen. Douglas MacArthur, smashing the financial pipeline by which the Japanese bled riches from their conquered territories, today seized 29 Japanese overseas banks and development companies organized for exploitation of foreign lands. The blow struck at one of the main sources of Emperor Hirohi to's vast imperial fortune, which includes huge shares of the seized institutions. Combined wartime assets of the 29 institutions totaled twenty" billion yen, which at the occupation rate of fifteen yen to the dollar Would be $1,333,000,000. Included among the 21 named and eight unnamed institutions in seven cities were the world-renowned bank of Chosen (Korea) and bank of Tai waft (Formosa). Closing these banks is the first Step in returning financial independence to Korea and Formosa. It was stressed that operations of legitimate banks and financial institutions in Japan proper were not affected by the seizure. Likewise, branches of the bank of Chosen in Korea won't be bothered, since they constitute Korea's, principal banking system, and no action will be taken against bank of Taiwan branches in Formosa, which are under* Chinese control. |
