My dear Mr. Hyun:
I acknowledge the receipt, on May 1, 1945,
of the radiogram which you signed as a former
representative of thirty-three national leaders
in Korea, urging that Korea be invited to participate in the United Nations Conference on International Organization.
The views of several nations represented at
this Conference concerning the establishment in
due course of a free and independent Korea are
well known, and sympathetic and informal contact
has been maintained by the governments of these
nations with Korean leaders. However, the absence
of recognition of any government of Korea would
seem to foreclose any possibility of Korean
participation at the present Conference.
