Dear Mr. Kim :
You are probably wondering what Dr. DeYoung
and I have done with the "Memorandum* which I wrote, at the
request of the War Dept., and which you wanted to take with
you to Chingking to submit to our Provisional Government.
With the help of Mr. Song and Rev. Kim, I
wrote in most of the changes that were suggested. Dr. De-
Young is now copying them so that it should "be ready in a
few days. There were not many changes or additions. The
thoughts expressed therein are in line with present-day
world situation and thinking. U.S.Government Depts. have re-
quested futher copies and have distributed them to Key-men
who are studying the military, political and economical plans
for Korea, as set down in the "Memo*.
However, conditions—political and military-
change from day to day. New ideas, pertinent facts, and
relevent events are brought to light as we come into futher
and more intimate contact with people who are in the higher
military and political p»sitions here in Washington and in
Chungking.
These new facts and new approaches to our
national problems should be added or incorporated into our
"plans" from time to time, so that it will be as up-to-date
as possible at any given time<> Futher study should be given
as to, how best we can convince the "Powers" that the Koreans
have the capaoity and the organizing ability to carryon the
affairs of their own country.
I would like to see more thought given to
the following topics in the "Memo*: —
A strong and independent Korea is necessary to the /
maintanence of peace in the orient.(Develope the reasons)
Korea should not be made the "spoils of War" for any
power.
International Mandate is odious to Koreans. It would
create trouble from the begaining.(we should head-off any
such talk before they get started very far.)
independent Korean Nation would be an able member of
the united Nations to develope post-war community of interest.
The form of government which we wish during the transitional period should be elaborated ypon, making it very
clear that we have no intentions of superimposing the present
provisional Government, on the Korean People within their own
country, when independence is secured.
Our representation at the armistice and peace negotiations should be prepared with complete "brief" for the people
of Korea. In presenting the above subjects, we should learn
the views of other powers and take them into consideration
