UNITED STATES DEPARTMENT OF JUSTICE IMMIGRATION AND NATURALIZATION SERVICE 510 South Vermont Avenue Los Angeles, 5, California The Alien Address Report Card for i960 filed by you shows that you have been a permanent resident of the United States for more than five years and that you have not applied for United States citizenship. Since you may not have applied because you do not know the procedures or what the qualifications are for becoming a citizen, the following information is given as an aid to you. Generally, a person can apply for naturalization as a citizen of the United States five years after he has become a lawful permanent resident of the United States. He must show that he has been of good moral character and attached to the principles of the Constitution of the United States during at least the last five years. He must be able to answer questions about important events in the history of the United States and about the form of Government of this country. He must be able to sign his name, unless he is physically unable to do so. Most persons who are applying for naturalization must also be able to speak, read, and write in English simple words in common daily use in the United States, if they are physically able to do so. However, any person who was over fifty years old on December 24, 1952, and had been living in the United States for at least twenty years on that date, does not have to be able to read, write, or speak English. Such a person may sign his name in any language, instead of only in English. The enclosed form contains additional information on the subject. Naturalization in this country is a purely voluntary method of becoming a citizen and you are under no obligation to apply if you do not wish to do so. If you decide not to apply, your decision will not affect your residence rights in any way. If you wish to apply, you may fill in the enclosed application blank and send it to this office with the enclosed fingerprint chart, after having your fingerprints recorded on it. Later, you will be notified when to appear with two United States citizen witnesses to file your petition. You may select the court in which you will file your petition from the list on the reverse of this letter, and show it in your application. Since this letter is sent to you on the basis of the information given by you recently in your Alien Address Report Card, it may be that you have already applied for naturalization or have since become a citizen. If so, you should disregard this letter. You should also disregard it if you have heretofore been advised by this Service, or you know from other sources, that you do not qualify for naturalization at this time.
