Spring, the most overworked of all seasons, and at least the second best of all semesters, has arrived.
Ahead lie 16 weeks of more or less study, dates, work and goofing off.
And somewhere within the confines of all the romantic utterings that spring has inspired for the last 16 centuries, there must be made a place for those matters of consequence that will be issued from the University of Southern California from February until June.
Perhaps most important to the long-range future of the university are the many subcommittees of the University Planning Commission, a collection of students and staff members now working on the quality of life at USC for the next several decades.
There is also the ASSC Standing Committee on Student Rights, the various committees of the University Senate and the regular committees of the Board of Trustees — three important, if sometimes obscure, bodies whose work this semester will either increase or decrease quite measurably the work of the University of
