USC researchers’ use of human test subjects gets good marks
Research review board may receive accreditation because of high ethical standards, strong reputation.

A USC program aimed at providing oversight for student research projects involving human test subjects is up for accreditation because of its commitment to ethical standards, program directors said.
The accreditation would result in fewer violations and compliance problems with human subject research and make it easier for research projects to receive funding, said Susan Rose, executive director of the Office for the Protection of Research Subjects (()PRS).
The USC Human Subjects Research Protection Program is taking its final steps this week to receive accreditation from the Association tor the Accreditation of Human Research Protection Programs.
Rose said the organization has just completed a three-war “campaign to not be nuts," following nationwide criticism of Institutional Review Hoards tor being overly harsh
and politically correct Institutional Review Boards are required at any institution that receives government funding for research and regulate the ethical implications involved in research projects.
The criticism has provided an incentive for the USC's program to be as fair as possible when reviewing student research proposals, she said.
The program has provided guidance to researchers in navigating the Institutional Review Board’s review process before students begin conducting large research projects “(Nationally, review boards) are overdoing it.” Rose said. "One of the things the (Office tor the Protection of Research Subjects) pndes itself on is that were stepping away from insanity "
Rose said many review boards throughout the nation are extending their reach in terms of oversight, "spreading into territory that was never intended to involve human subject research" such as social and behavioral studies. where regulations are more likely to be misapplied

City Council OKs Gateway housing plans
The project overcomes Conquest Student Housing appeals against the building plans.

The Los Angeles City Council voted Tuesday to allow the University Gateway housing complex to be built after two years of delays, overcoming legal opposition from Conquest Student Housing.
The $135 million project would provide more than 400 apartment units at Figueroa Street and Jefferson Boulevard but has faced an intense opposition campaign by Conquest.
That company's campaign has included what city council members and officials called “intimidation’’ tactics, according to Los Angeles Downtown News.
"I’ve seen my fair share of development battles and my fair share ot aniyy residents.” said Councilman Jack Weiss, a PLUM member, in an interview with the Los Angeles Downtown News. “But I’ve never seen anything like this before."
The campaign, led by Conquest, included erecting billboards, distributing leaflets, launching a website and contesting projects across Southern California being built by University Gateway’s developer, the paper said.
Conquest, which manages 19 apartment buildings near USC, argued that Gateway submitted a misleading environmental review.
The city council vote, which included other items that had previous public hearings, approved Gateway’s final environmental impact report.
Urban Partners, which proposed the project in 2000, moved several dealerships north from Figueroa Street to plan for the eight-story structure that will house around 1,600 students.
